Make mask layer usable with rviz
In the past we had a separate GUI which caused a lot of trouble. Now we are using rviz as standard but are missing out some features. One of them is the masking layer. This layer stamps obstacles into a layer that is used for obstacle avoidance but not localization. You should add this functionality by interactive markers, similar to the ROI definition.

Add the mask layer to
homer_bringupsuch that everyone is able to see where are objects stamped in. Should be transparent up to some level.
Add the node to
homer_bringupsuch that we can easily and effectively add no-go areas.

@niyawe what do you think is the ideal location for that.
homer_rviz_plugins or in the
@niyawe may we also can use special marked ROIs for stamping obstacles. That should simplify the implementation.
